Green Development Standards

The Problem
Canada’s has committed to reduce our Greenhouse Gas (GHG) emissions to 40% to 45% below 2005 levels by 2030. Ontario has committed to a 30% reduction below 2005 by 2030. The Region of Waterloo has committed to a 50% reduction below 2010 levels by 2030.
It is very unlikely that we will meet any of our GHG reduction commitments.

Green Development Standards provide the framework to reduce GHG emissions
Green Development Standard are a means for municipalities to regulate improved development standards that are in addition to the Ontario Building Code.
Green Development Standards regulate items outside of the scope of the Building Code such as green space, storm water management, streetscapes, bike paths, etc, and they are set by the local Municipalities through the Planning Act.

Ontario Building Code: The minimum construction standards
The building code pertains to the structure and is primarily concerned with the design and construction of buildings as well as the minimum standards for health and safety. The regulations for energy efficiency specify the minimum amount of insulation and ventilation but do not include any restrictions on the greenhouse gas emitted by the building.

However, the Provincial Government, under Bill 17, have limited the ability of local municipalities to set standards for energy efficiency and to reduce the impact of fossil fuels on the environment.
